Living in Paris, I kinda know the program since we have the same.
What I can tell: this BlueIndy program look exactly like the one in Paris (same cars, charging point, everything…).
Well, the cars are a little bit different, but nothing serious.
It's a great program and all the + point have been said, but here are the downside:
-They're often use by inexperienced drivers (Not unusual to see them driving with there lights off at night…). Could be worst in the USA since the driving license is really easy to have compared to Europe. I can see them driving with the rear fog light on since Americans don't know what they are.
-Safety is a issue, those car aren't "sold". So, in Europe at least, they don't have to meet regulation: no airbags, no ABS, no ESC… I hope it's different in Indianapolis!
-They're often dirty inside. And can be used for everything....
